The objective of this course is to identify and define the four primary groupings of activities within the contract formation process at NAVFAC. These include 1) Developing the Source Selection Procedures to be used; 2) Solicitation preparation; 3) Proposal Receipt, Evaluation; and 4) Award preparation, including Pre-award Clearance, Funding, Debriefing, and Protest.
