Construction on U.S. projects overseas is challenging. For contractors, the U.S. requirements are foreign and not standard to the normal building practices. The contracts are lengthy with many references and systems that may be difficult to implement. Above that, they are in English, which typically is not the main language of the contractor’s staff. For U.S. personnel, applying and enforcing U.S. standards is challenging where many requirements conflict or, due to Standard of Forces Agreements or Host Nation codes, may require unique solutions.
