NAVSEA Accounting and Execution Basics

The sole purpose of the process for Planning, Programming, Budgeting and Execution (or PPBE) is the “E” – Execution! Once you have received Congressional approval of your funding, you need to use it for its legislative purpose and then account for it properly. This training will introduce concepts and processes related to funding execution and accounting. Topics include: A Description of Budgetary, Financial, and Cost Accounting; DoD’s Accounting Terminology; DoD Accounting Terms; Navy Accounting and Execution Systems; DoD Accounting Cycle; Lines of Accounting; Tracking Obligations and Expenditures; Reprogramming and Transfer; Mid-Year Review and Dormant Account Review Quarterly; and Year End Closeout.
